Alliance: Garion Wendell in the Mage Quarter of Stormwind (reports put him at 37.6, 80.8 or 49.0, 86.3). Horde: Owen Thadd in the Magic Quarter of Undercity (73.4, 33.0 or 74.0, 32.5). Only turned-in books count toward rewards.

What are the rewards?

10 books (Friend of the Library): Scholarly Pendant or Erudite's Amulet, item level 23. 20 books: Philanthropist's Ring or Field Researcher's Loop, item level 35. 25 books: Truthseeker's Bow, Crest of Elucidation or Researcher's Night Light, item level 45 with a level 40 requirement. The first tier was re-tuned in October and lost about half its stats.
