The last notes before launch: every class's damage raised above its Classic budget, higher-level creatures given more health, Blessing of Salvation removed with tank threat raised to compensate, and reworks for Rogue, Shaman, Warrior, Druid, Paladin, Priest, Mage, Hunter and Warlock.
Most of the 15 October racial rework was reversed in favor of racial identity: Orc Command and Dwarf Artisan's Precision return, Human Ruthless drops to 1%, Tauren Plainsrunning climbs to 60%, Skyborne actives are cut but can be re-empowered in the world. Applied at launch.
The racial rework (two actives and two passives per race), Marks of Honor stacking to 30, Walk on Air on a 90-second cooldown, Dalaran hostile to Horde, and talent layout changes that required calculators to migrate saved builds.
Dungeon kill XP now uses each player's own level instead of the group's highest, base kill XP up about 20%, party kill XP back to Classic rules; the PvP post set Honor and Rank Points, 14 ranks with a weekly cap, and Emboldened Seal upgrades.
Blizzard's framework for talents in Forever: points from level 10, the same rows as Classic, milestones at 11, 16, 21 and 31, former talents made baseline, respecs at trainers and dual specialization at 40, with Hunter, Druid, Priest and Warrior specifics.
The beta begins for Skyborne Epic Pack and Collection holders with a level 20 cap and Hall of Thanes and Ruins of Lordaeron in test; the 18 September known-issues thread lists the first bugs.
Blizzard's notes are paraphrased in plain words with the original linked on each page. Hotfixes that arrive after the snapshot are added here first and to the calculators once the client reflects them. News covers everything that is not a patch.
