15 October beta update: Horde attacked on sight in Dalaran, Marks stack to 30, Walk on Air 90 seconds

The 15 October build set battleground Marks of Honor to stack to 30, cut the Skyborne Walk on Air cooldown to 90 seconds, made Dalaran hostile to Horde characters, and shipped a racial rework that gave every race two actives and two passives. Calculators migrated saved builds with an explicit option because some layouts changed.
