Blizzard supplied it at 3840×2160 as a JPEG. The downloads here are Desktop 4K at 3840×2160 (1.0 MB), Desktop 1080p at 1920×1080 (289 KB), Phone at 1080×1920 (287 KB). Nothing is upscaled.
Can I use it on my phone?
Yes. The phone file is a 1080×1920 portrait crop taken from the most detailed part of the frame, so it fits a 9:16 lock screen without stretching. On a taller 20:9 screen a thin strip is trimmed top and bottom.
