Combat tree, row 3, column 2. You need 10 points spent in Combat before you can learn it, and Deflection must be at full rank first.

Is Riposte new in WoW Forever?

No. Riposte works the same as in Classic 1.12, where it was in Combat row 3 with 1 ranks.
